The report cited official remarks and public statements but did not provide independent verification of the claims made by officials on any side.
Officials across the statements described the situation in security terms. Other accounts described a broader diplomatic push, including a proposal by Putin for a trilateral summit with U.S. President Donald Trump and Chinese President Xi Jinping to discuss a resolution to the Russia-Ukraine war, a development first reported by The Wall Street Journal [1].
Putin told reporters that while his country was “ready” for a war with Europe, it has no wish to engage in such a conflict, according to another account of the remarks [2].
At the same press conference, Putin warned that “there will be no winners” in a conflict with Europe [3]. According to a separate report, Putin said Moscow will back any moves to improve ties with Europe and that a conflict between Russia and any country on the continent would leave “no winners” [2]. The report said independent confirmation of the Russian statements was not immediately available.
Other Russian statements have circulated in the same period. Russia’s foreign minister, Sergei Lavrov, claimed his country could destroy Europe in a “short” war, according to a Mirror report [4]. The Mirror also reported that the Russian military is set to expand troops, with defense spending reaching its highest amount since the outbreak of war in 2022, while Putin claimed he is not planning any attacks on Europe [5].
European leaders described the remarks as a security matter and said further discussions were expected, officials said.
Diplomatic activity has included direct contacts. Finland’s President Alexander Stubb and Norwegian Prime Minister Jonas Gahr Støre held a joint call with Putin, a rare contact between the Russian president and European leaders, with the aim of looking at “future negotiations to help to end the war” in Ukraine, their offices said [6]. After the call, Putin said “confrontational” EU and NATO policies were prolonging the war [6]. EU High Representative Kaja Kallas said, “We have to pressure the aggressor to stop the war, not the victim to surrender,” adding that “squeezing Ukraine is not the right approach, and that’s why Europe is standing by Ukraine” [7].
A separate account described European diplomats refusing to stand for an official photo with Lavrov at the G20 Foreign Ministers’ Meeting in the U.S., leading the American hosts to cancel the planned picture, with two officials confirming the cancellation to the BBC [8].
Alternative commentators said official narratives from both sides should be questioned, according to the report, which attributed the view without endorsing it.
Commentary has also challenged the framing of the statements. The Ron Paul Institute criticized what it described as concerted talking points by European political classes, writing that leaders including Kallas and German Chancellor Merz had amplified warnings that “War with Russia is coming; Russia intends to strike NATO” [9]. A separate analysis argued that the salience of Putin’s prediction of the EU’s eventual collapse is not whether he believes it, but whether his Foreign Ministry and intelligence services politicize their assessments to conform to what they think he wants to hear [10].
Some historical accounts have stressed that warnings about the need to resolve tensions through compromise have circulated for years.
Russia and Ukraine expect to hold talks in Abu Dhabi sometime in November, though no date is set, with Yury Ushakov, an aide to Putin, telling reporters that Russia expects to hold trilateral talks with Ukraine and the U.S. sometime after November 4, according to Russia’s TASS news agency [11]. Trump has hinted that any near-future trilateral talks involving the U.S., Russia and Ukraine might not take place in person, telling reporters that a meeting is set to happen soon [12].
A truce began in the Russian-occupied Ukrainian city of Oleshky a week after it was announced by the United States.
