The 887-page measure, dubbed by President Donald Trump as “One Big, Beautiful Bill,” was approved in a 218-214 vote after a tense round-the-clock standoff within the GOP. The package extends and expands on the 2017 Trump-era tax cuts, temporarily lowering taxes on tips and overtime pay, policies the administration has framed as pro-worker. It also pours hundreds of billions of dollars into military spending and Trump’s controversial immigration crackdown, including funds for large-scale deportation operations.
To help finance the estimated $4.5 trillion in tax cuts, lawmakers slashed $1.2 trillion in federal spending, including $930 billion in cuts to Medicaid, as well as reductions in food assistance programs and clean energy subsidies. Trump backed the cuts, arguing that the new funding priorities reflect “tough choices for a stronger America.”
Only two Republicans, Reps. Thomas Massie of Kentucky and Brian Fitzpatrick of Pennsylvania broke ranks to oppose the legislation, citing concerns about fiscal responsibility and social safety net cuts.
House Speaker Mike Johnson praised the narrow passage as the culmination of a year-long effort rooted in “belief,” crediting both the persistence of House Republicans and direct intervention by Trump for the hard-fought legislative win. “We had a vision for what we wanted to do as a group. We believed in the election cycle last fall that we were going to be given this great blessing of unified government. And we did not want to waste that opportunity,” Johnson told the reporters following the 218-214 vote.
The bill’s passage was anything but guaranteed. A group of GOP holdouts had threatened to derail the effort, prompting a high-pressure campaign from House leaders and the Trump White House.
“Members wanted to hear certain assurances from him about what’s ahead, what the future will entail, and what we’re going to do next, and all of that,” Johnson said. “And he was very, very helpful in that process.”
Johnson revealed that Trump played a critical role in persuading skeptical lawmakers, personally reaching out to them and offering private reassurances about the party’s next steps. Trump took to his Truth Social platform to escalate pressure on dissenting Republicans.
“FOR REPUBLICANS, THIS SHOULD BE AN EASY YES VOTE. RIDICULOUS!!! What are the Republicans waiting for??? What are you trying to prove??? MAGA IS NOT HAPPY, AND IT’S COSTING YOU VOTES!!!” Trump wrote.
