A recent poll conducted by J.L. Partners for the Daily Mail has placed President Joe Biden at the bottom of a ranking of the last nine presidents of the United States, making him the worst-rated president in modern history, according to respondents.
The survey, which polled 1,006 registered U.S. voters, asked participants to rank the last nine presidents of the U.S. from the past 55 years in order from best to worst.
The results showed that 44 percent of respondents placed Biden in the bottom two rankings, with only 14 percent ranking him in the top two. This net score of negative 30 puts Biden below both former Presidents Richard Nixon and Jimmy Carter, who had a net score of negative 25 and zero, respectively.
Nixon had previously been viewed as the worst president of the modern era and whose current public perception stems from his resignation following the Watergate scandal, now ranks above Biden in the poll.
Pollster James Johnson, cofounder of J.L. Partners, described the results as “worse than I expected.”
He attributed the low ranking to several factors, including Biden’s age, his conduct in office, the botched withdrawal from Afghanistan and the situation at the southern border. Johnson noted that while incumbents often suffer from “recency bias” in such polls, the numbers for Biden were particularly stark. Biden, who at 82 is the oldest sitting president in U.S. history, is set to leave office on January 20 after serving one term. The poll suggests that voters view his presidency as a significant disappointment, particularly given his victory over President-elect Donald Trump in the 2020 election.
Johnson remarked: “From the man who beat Trump to the man who let him back in, and who voters feel has been fundamentally a bad president.”
Trump, who won decisively over Vice President Kamala Harris in the recent presidential election, was ranked the third-worst president based on his first term, with a score of negative 15. Despite his victory, Trump’s ranking reflects voter dissatisfaction with his presidency, though it is notably more popular than Biden’s.
At the top of the list was former President Ronald Reagan, who had a net score of plus 30, followed by Barack Obama at plus 21 and Bill Clinton and George W. Bush, both at plus one.
Voters were evenly split on Carter, with 15 percent placing him in the top two and 15 percent in the bottom two, resulting in a score of zero. George H.W. Bush was the first president to land underwater in the poll, with a score of negative one.
Notably, Gerald Ford, who succeeded Nixon after his resignation in 1974 but lost to Carter in 1976, was not included in the poll because he was never elected to be president.
The poll also highlighted Biden’s declining approval ratings, which dropped from 41 percent to 37 percent in a separate survey released by J.L. Partners. The decline was attributed in part to Biden’s recent decision to issue a sweeping, decade-spanning pardon to his son, Hunter.
More than half of respondents, or 52 percent, said the pardon was wrong. This decision was particularly controversial given Biden’s previous promise not to pardon Hunter, a stance that his allies had used to highlight the president’s integrity.
U.S. District Court Judge Mark Scarsi, who is involved in one of Hunter Biden’s cases, criticized the pardon, calling it “partially unconstitutional” and an attempt to “rewrite history.” The move has further eroded public confidence in Biden’s presidency, contributing to his low ranking in the poll.
The survey underscores the deep divisions among American voters regarding Biden’s tenure and his legacy as president. While some may view the poll as a reflection of broader dissatisfaction with his policies and decisions, others may see it as a product of political polarization and media narratives. Regardless, the results provide a stark assessment of Biden’s standing among voters as he prepares to leave office.
