The Palestinian Authority (PA) has firmly rejected proposals for the United Arab Emirates to be involved in the governance of Gaza following the conclusion of hostilities between Israel and Palestinian groups.
A high-ranking Palestinian official communicated this stance to Arabic news outlet Al-Araby Al-Jadeed. The official, who chose to remain anonymous, revealed that the Emirati government has been reaching out to American and Israeli contacts for support in the future governance of Gaza. Both Washington and Tel Aviv have reportedly dismissed these plans.
The UAE’s proposal involves the deployment of Arab security forces, including contracted military personnel, without any initial Palestinian oversight of Gaza’s security. Reports have surfaced that Israeli Prime Minister Benjamin Netanyahu’s cabinet is set to approve a controversial plan to establish concentration camps in Gaza, managed by mercenaries linked to private security firms run by former U.S. and Israeli intelligence officials.
According to these plans, an American security firm, GDC, would create “humanitarian bubbles” within Gaza, with the Israeli military responsible for clearing these areas of Hamas fighters and constructing a separation wall around them. Access to these zones would be strictly regulated, allowing only residents who undergo biometric identification.
Reports indicate that the administration of President Joe Biden has approved the deployment of 1,000 Central Intelligence Agency-trained private military contractors as part of a broader Israeli-American initiative to transform Gaza into a “high-tech environment.”
Executive Committee of the Palestine Liberation Organization (PLO) Secretary-General Hussein al-Sheikh articulated the PA’s position to U.S. Assistant Secretary of State for Near Eastern Affairs Barbara Leaf during her recent visit to Ramallah in the occupied West Bank. Palestinian President Mahmoud Abbas declined a meeting with Leaf upon discovering she had no new peace proposals to offer.
Amidst ongoing violence, Israeli forces are engaging in what they term “clearing operations” in northern Gaza, where severe military actions have intensified the displacement of the civilian population. Resistance fighters from Hamas and other factions continue to confront Israeli troops amidst widespread destruction. Many displaced Palestinians are refusing to cross the Israeli-constructed Netzarim Corridor, fearing permanent displacement and loss of their homes. Instead, they are seeking refuge within northern Gaza, reflecting their resistance to the ongoing ethnic cleansing.
As of late October, approximately 400,000 residents have been affected by the renewed Israeli offensive, which has severely restricted access to food and medical supplies. Reports indicate that essential services, such as polio vaccination campaigns, have been suspended due to the inability of humanitarian workers to operate amid ongoing bombardments.
The international community has raised alarms about the potential forcible transfer of populations in violation of international law. Editorials in prominent publications have criticized Israel’s strategy, alleging that it seeks to implement the “General’s Plan” designed to depopulate northern Gaza in favor of future settlement expansions. This plan is attributed to former Israeli military officials and has been characterized as a war crime.
Recent discussions among Israeli political leaders have revealed intentions to encourage the emigration of Palestinian residents, framing it as a solution to the conflict. There are concerns that the aftermath of military operations could see a return of Jewish settlers to the region, reversing the disengagement that occurred in 2005.
Historically, the establishment of Israeli settlements in Gaza has been tied to national security concerns, with past policies facilitating the division of Palestinian communities. As the current military operations unfold, the potential for lasting changes to the demographic and political landscape in northern Gaza raises serious concerns about the future of the region and the plight of its residents.
